Section 011. The legal distinction: black cabs vs private hire
Under TfL regulations and the Equalities Act 2010, black cabs (Hackney Carriages) and private hire vehicles (PHVs) have different stopping rights.
- Black cabs: Can use any designated taxi rank. Can stop on red routes for immediate pick-up/drop-off (subject to local restrictions). Can stop on single/double yellow lines for up to 20 minutes (loading/unloading).
- Private hire vehicles: Cannot use taxi ranks (illegal). Cannot stop on red routes except in designated bays (high PCN risk). Must pre-book (no street hails). Can stop on single/double yellow lines for immediate pick-up/drop-off but not waiting.
Key implication for passengers: Your Uber/Bolt/Rushxo driver cannot pull into the taxi rank. They must use designated PHV bays or legal loading zones. Knowing where these are saves time and prevents your driver from receiving a PCN (which some may pass to you).

Section 044. The red route penalty: why private hires avoid main roads
Many terminus stations are on TfL's Red Route network (primarily Euston Road, Marylebone Road, Waterloo Road, parts of Tooley Street). Red routes prohibit stopping except in signed bays β enforced by automatic cameras (Β£130 PCN, reduced to Β£65 if paid within 14 days).
Private hire drivers who stop on red routes (even for 30 seconds) receive a PCN. This is why your Uber driver will not stop on Euston Road outside King's Cross β they will circle to York Way. Passengers who insist on 'pull up here' risk the driver's licence (multiple PCNs = suspended TfL licence).

The most common mistake passengers make is exiting on the 'main' side of the station (where the black cab rank is). Your private hire driver cannot use that rank. Walk 2-4 minutes to the designated PHV zone β your driver will be there, and you'll avoid a 10-minute waiting penalty when the driver circles.
